Sommersæsonen for menneskesmuglerne er i gang, men med en ny og hårdere regering i Italien, må smuglerne regne med vanskeligere vilkår. Det var nok derfor rigtig ubelejligt for dem, at FNs Sikkerhedsråd torsdag skrev en af cheferne for den EU-støttede kystvagt i Libyen på FNs sanktionsliste, som omtalt blandt andet i The Guardian.
Abd Al Rahman Al-Milad er sammen med tre andre libyere og to eritreere aktiv i den særdeles lukrative trafik af migranter over Middelhavet til Europa. Al-Milad og to af de andre libyere kommer fra smuglernes vigtigste knudepunkt, Zawiya, små fem mil vest for Tripoli.
Anklagerne, vi kan vel snarere sige beviserne, mod kystvagtschefen er kraftig kost. Han har beskudt og sænket flere migrantbåde. FNs sanktionskomite begrunder sortlistningen på denne måde:
Abd al Rahman al-Milad heads the regional unit of the Coast Guard in Zawiya that is consistently linked with violence against migrants and other human smugglers. The UN Panel of Experts claims that Milad, and other coastguard members, are directly involved in the sinking of migrant boats using firearms. Al-Milad collaborates with other migrant smugglers such as Mohammed Kachlaf (also proposed for listing) who, sources suggest, is providing protection to him to carry out illicit operations related to the trafficking and smuggling of migrants. Several witnesses in criminal investigations have stated they were picked up at sea by armed men on a Coast Guard ship called Tallil (used by al-Milad) and taken to the al-Nasr detention centre, where they are reportedly held in brutal conditions and subjected to beatings.
Man behøver ikke at have bevæget sig ret meget rundt i Libyen eller andre arabiske lande for at genkende mønsteret. Først gør en kriminel sig uundværlig for dem, som betaler godt for at få løst et problem, i dette tilfælde EU; gerne ved at rydde konkurrenter af vejen. Med pengene kommer bedre udstyr og flere våben, som man så bruger til at knuse de konkurrenter, som ikke har forstået spillets regler.
I dette tilfælde kan det se ud som om Al-Milad har nuppet en «double-whammy», ved at han først «redder» desperate migranter fra de både, hans folk har skudt i sænk, for så at sejle dem til en lejr (sandsynligvis ejet af ham selv eller en god ven), hvor migranterne så selvsagt kan bestille en ny tur med Al-Milads både, hvis de da har penge tilbage.

Mus’ab Abu-Quarin, described by the sanctions committee on Libya as “a central actor in human trafficking and migrant smuggling activities”, whose network covers “Libya, European destinations, (and) sub-Saharan countries for the recruitment of migrants and Arab countries for the financial sector.”
Mohammed Kachlaf, described as being head of a militia in the north-western coastal city of Zawiya, that controls an oil refinery there which is a “central hub of migrant smuggling operations.”
Abd Al Rahman Al-Milad, described as head of the regional coastguard unit in Zawiya “that is consistently linked with violence against migrants and other human smugglers.”
Fitiwi Abdelrazak, who also leads a network responsible for trafficking and smuggling tens of thousands, according to the committee, identified sources in criminal investigations as “one of the top-level actors responsible for the exploitation and abuse of a large number of migrants in Libya.” He is also said to have accumulated “immense wealth” through people trafficking.
Ahmad Oumar Al-Dabbashi, described as commander of the Anas al-Dabbashi militia, currently active around Zawiya, who is a “significant leader in illicit activities related to the trafficking of migrants. The al-Dabbashi clan and militia also cultivate relationships with terrorist and violent extremist groups.”
Ermias Ghermay, described as “one of the most important sub-Saharan actors in trafficking”, who is “leader of a transnational network responsible for trafficking and smuggling tens of thousands of migrants.”
Anarkiet i området lægger vel op til sådanne rådne foretagender. Italien har da også bedt NATO om hjælp til at håndtere migranttrafikken i Middelhavet.
